Fixes to allow RoI seeded Si conversion reconstruction in 21.9

  • Switching on conversion reconstruction if necessary subsystems are available
  • Configuring RegionSelector to use Pixel and Strips in this case
  • Added configuration that allows the RegionSelector look-up-tables to be filled with Hashes in place of RobIds (becomes an "Identity Transform"), thus allowing calls to non-existent cabling maps to be avoided for ITk.

UPDATE: Now uses simply zero rather than Hashes for the ROBID
