SUSYTools: config update for recommendations + fJVT configuration

Sara Alderweireldt requested to merge salderwe/athena:ST/fJVT into 21.2

Two recommendation updates:

  • Update JetUncertainties default in SUSYTools_Default.conf to Summer2019
  • Clean up JVT/fJVT configuration, with configurable SFFile folder configuration and WPs updated to recommendations
