LArCellsMon config

This MR changes config for new LArCellsMon algo in the same way as other new LAr monitoring algos, to run in parallel with the old one in case of Reco_tf is running. In the same time cluster collision time mon is properly configured (once we have EM clusters back)

The changes look ok, but there are several places with commented lines. I see that there is explanation for some of them. But maybe similar explanation can be added for the other commented lines if they are still needed.
