Add ATLAS_CHECK_THREAD_SAFETY to BCM_Digitization.

• Add ATLAS_CHECK_THREAD_SAFETY to BCM_Digitization to check and keep thread safety
• Remove unnecessary const_cast by using non-const iterator to be thread safe.
• No result changes are expected. RunTier0Tests.py was fine. RunTier0Tests.log
• No JIRA ticket
