TrigT1: Fixes to cmake configuration

CMake configuration update for several L1Calo packages. Also TrigT1CaloMappingToolInterfaces has been merged into TrigT1CaloToolInterfaces and the package deleted. An interface library has been added for TrigBuchCrossingTool so packages can use its headers without relying on atlas_depends_on_subdirs. In addition a few obsolete/unused files are deleted.
