SiSpacePointsSeedMaker_ATLxk: add configurability to Seed Scoring system and clean up magic numbers

This MR, part of https://its.cern.ch/jira/browse/ATLIDTRKCP-260, does two things:

  • We replace some hardcoded 'magic numbers' by class members within SiSpacePointsSeedMaker_ATLxk
  • We add a degree of user-configurability to the seed quality scoring system within SiSpacePointsSeedMaker_ATLxk. This is aimed both at the ongoing tuning of the low-d0 tracking and at the LRT optimisation.

Adding @mdanning for thoughts / suggestions from the LRT side and @sroe / @npetters from the R3 tracking tuning + @gavrilen as the package author for information.

This MR should not change tracking performance or CPU, tested on 100 =60 ttbars.
