DerivationFrameworkJetEtMiss: soft drop algorithms and decor handles

This MR introduces DecorHandles for the JetAugmentationTool and adds some of the grooming algorithms from release 21.2 to release 22 and the necessary functions to schedule them in derivations. This is needed to validate e.g. the new JetGroomer class but also to schedule the new large-R precision recommendation jet collection in derivations. Furthermore changees were implemented to allow running constituent modifiers (e.g. CS, SK, ... ) in derivations.
