Migrate the Trigger sw to work with the MuonDetectorManager from the conditions store

This MR builds on top of !33725 (merged) that removes MuonDetectorManager update calls from MuonAlignmentCondAlg. Migrates the Trigger sw to use MuonDetectorManager from the conditions store.
