Replace magnetic field svc by conditon data in Acts package

This MR is a follow-up from discussions in MR !33474 (merged) (adding @christos) and replaces the MagFieldSvc that was used in the ATLASMagneticFieldWrapper by condition data in the Acts package (both ActsGeometry and ActsPriVtxFinder).

Looking forward to comments, maybe this can be implemented more efficiently? Tested on 500 events with the Acts AMVF, works fine. FYI: @ncalace @asalzbur
