WIP: Include online monitoring in the topoEgammaBuilder
This MR is to implement the online monitoring in the topoEgammaBuilder reconstruction algorithm, discussed in ATR-20304.
This work is about porting online monitoring to the egamma reconstruction algorithms, also discussed on that ticket.
