Updated LRT tracking configuration for Run 3 (v7)

This is an update for the LRT tracking configuration that is by default turned off at the moment in master. All changes are made within the InDetFlag doR3LargeD0 configuration. It is an updated tuning using recently merged options within the SiSeeding that became available in this MR.

I thoroughly tested in on ttbar MC and q431 and all works as expected when doR3LargeD0 is set to true. In default configuration (false) all output stays untouched. Tagging @npetters and @goblirsc as tracking conveners.
