TrigMonitoring: Package cleanup

Cleanup TrigJetMonitoring, TrigMinBiasMonitoring, TrigBphysMonitoring, TrigBjetMonitoring:

• delete obsolete files
• enable flake8 and fix code
• cleanup cmake configuration
• move private headers to src directory
