[ATR-21653] Demote isHLTTruncated WARNING to DEBUG

In a dataflow where we do want to fallthrough to using the non-xAOD object here, (e.g. Run2 RAWtoALL), we don't want to print a WARNING every time.

Hence this is demoted to DEBUG
