22.0-change_interface-InDetEtaDependentCuts

Remove non-functioning templated methods in the interface, changed the meaning of the eta binning of cuts so eta binning always starts from zero, introduced (slightly) more complex test job options to verify the binning works as intended, and updated the existing test code to reflect the changes. Note: This code is currently unused in master, so not expected to change anything.
