Use MuonDetectorManager from conditions store in TrigL2MuonSA and TrigT1RPCsteering

Hi,

this MR uses the MuonDetectorManager from the conditions store (instead of the nominal one from the detectorStore) in the execute steps of TrigL2MuonSA and TrigT1RPCsteering.
