Remove PixelTDAQCondAlg configuration by default

PixelTDAQCondAlg is outdated, and should not be used. I have removed it as a default dependency for PixelConditionsSummaryTool, and thus removed all instances of it in the configuration.

This is an update to the MR where I originally just made the alg's input optional. Motivated by fixing some dangling dependencies and corresponding hacks. See discussion for details.
