Update property declaration syntax in G4AtlasTools classes

This commit updates the configurable properties of components in the G4AtlasTools packages to be declared in the header file rather than via the declareProperty macro in the implementation of the constructor. Some dervived classes in other packages also required syntax updates to compile after this change.
