TrigInDetTrackFitter: Delete TrigInDetBremDetectionTool, enable thread-checker

Delete obsolete [I]TrigInDetBremDetectionTool, according to @demelian:

It was the initial version of the approach eventually published in CPC https://ui.adsabs.harvard.edu/abs/2011CoPhC.182.1491E/abstract so if we ever get back to the electron track fitting in the trigger it's unlikely that the TrigInDetBremDetectionTool would be used.

Also enable thread checker for this package.
