TrigHypothesis: Package cleanup (part 1)

Cleanup several packages under Trigger/TrigHypothesis:

• cleanup cmake configuration and link dependencies
• remove CLHEP dependency where relevant
• enable flake8 where applicable
• delete obsolete job options
