Fix BLayer Loose LH electron ID in AnalysisTop

Baptiste Ravina requested to merge ravinab/athena:ElectronID_BLayerFix into 21.2

Thanks to @cescobar for spotting this! Also move to use Egamma electron selector helper tool to apply the BLayer cuts instead of copying the logic.
