TrigT2CaloCommonConfig: Add CaloBCIDAvgAlg also for MC

Add CaloBCIDAvgAlg in TrigCaloDataAccessSvc config function also if it is called in an MC job. This fixes ATR-21198, i.e. fixes this warning in Trigger jobs on MC like test_trig_mc_v1Dev_build.py:
