TrigDataAccessMonitoring: Package cleanup

Delete obsolete MonROBDataProviderSvc. Keep the ROBDataMonitor structs as those may be useful also in the future. Enable thread-checker and make the ostream operator thread-safe. The ROBDataMonitorCollection should be removed in a second step but at the moment there is some legacy code that still relies on it.
