TrigMonitoring: cmake/package cleanup

Cleanup the cmake configuration of the remaining packages in Trigger/TrigMonitoring:

• remove atlas_depends_on_subdirs
• update link dependencies
• delete some obsolete files
• enable flake8 where applicable
