Add ONNX Runtime API for Inference into the ringer selector tool (offline) and update the fast calo hypo

This merge request it's very important to the trigger e/g.

Here, we will refectory the entire ringer offline tool (RingerSelectorTools) to use the ONNX Runtime API for model inference. This will allow the ringer chain to use sophisticate models. We improve the ringer file format too.

The python fast calo hypo configuration was reshaped. The cxx part was updated to support the new ringer selector standalone tool with ONNX support.
