Updates to reco tests (q221, data17 and data18)

Disable trigger in RecExRecoTests q221,q431 because diffs of serial/MT expected to show trigger differences. Improve test script used by q221/q431 such that preExec is only defined once. Remove data17 test with FPE because we only check for FPE on latest collision data. Add data18 tests with and without FPE enabled.
