Dropped spuruious HERE message from TrigConfigSvc py fragment

This is a micro-fix in py fragment. There was a stray and not very informative printout left by my some time ago saying:

HERE importing as 1

In addition a shorter version of the comps. creation using CompFactory is used. Tagging @stelzer FI
