Add hasHPTDC function to MuonIdHelper

Hi,

in the phase-I and phase-II upgrades, the BI MDT stations are replaced by sMDTs and RPCs. The new sMDTs will have HPTDCs instead of AMTs. HPTDCs will thus only be present for the newly installed sMDTs and the existing BMGs.
