Add PG JOs for FCS with energy range instead of fixed energy (ATLASSIM-4680)

Add a ParticleGun JobOptions file for FastCaloSim, which creates particles in an energy range instead of with fixed energy.

These JobOptions have been used (privately up to now) for studies of low energy particles p<512 MeV and are to be made available for central productions. The JOs are identical to ParticleGun_FastCalo_Config.py except that an energy range is used and that the sample only contains particles or antiparticles (dependent on the sign of the PDG-ID passed via the config).
