Update how G4AtlasAlg is seeded to allow output to match FullG4 in ISF

This merge request updates the random number seeding for G4AtlasAlg, so that it is the same as in the G4TransportTool (used in ISF). This is a necessary step towards the goal of the output of AtlasG4 and FullG4 simulation being identical.
