WIP: ATR-21624: Adding V8 and new ideas to L1 MT menu

As described in JIRA, I copied menu from 21.3 and compared with the list of items which will be used. Added new items and thresholds. In addition, replaced L1topo algorithm python file to reflect the one from 21.3
