Improve data overlay pixel configuration
As reported in ATLASSIM-4677 there were some issues with data overlay pixel configuration giving different outputs between old and new config. This MR fixes that so the configuration is consistent.
The difference was due to the cabling conditions hack that is disabled for overlay jobs (to allow running in MT). I am not sure if this change will give proper results but they should at least be consistent. Once the hack is removed we will know better.
Also cleaning up legacy config slightly.
