Trig::WebBunchCrossingTool Test Removal, 21.2 branch (2020.08.04.)

In accordance with ATR-21827, this removes the 2 unit tests of Trig::WebBunchCrossingTool. As the web-page serving this tool is not available publicly anymore. See ATR-21827 for the details.

Note that I didn't actually remove any C++ code with this MR. I thought it would be fine to leave the code there, in case we would need it for whatever reason. But with !35369 (merged) (this MR's step-sibling) I'm removing the code as well from master.
