DetectorConfigFlags updates

John Derek Chapman requested to merge jchapman/athena:DetectorConfigFlags_master into master

Rename ConfigFlags.Detector.(Pixel/SCT/TRT)On to ConfigFlags.Detector.Reco(Pixel/SCT/TRT) to make the meaning of the flag clearer. Add ConfigFlags.Detector.RecoIBL as discussed.
