Add MultiComponentState DataVector and put back dict

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:MultiComponentState_DV into master

  • Rel 21 had a selection.xml, Dict.h put these back

  • Also since Tracking uses DataVector make a bit explict MultiComponentStateOnSurface iherits.

  • Now we can have class DataVector<Trk::MultiComponentStateOnSurface const,DataVector<Trk::TrackStateOnSurface const,DataModel_detail::NoBase> >

  • On top of class DataVector<Trk::TrackStateOnSurface const,DataModel_detail::NoBase>
