Always switch off SpecialPixels for Run4
See ATLASRECTS-5613 - already switched off specifically for RAWtoESD, but it then causes problems for merging steps in AthenaMP where access fails, so this switches special pixels off globally for upgrade. Doesn't affect default tests in RunUpgradeTests.py
