NumPy Environment Fix, 21.2 branch (2020.08.17.)

Attila Krasznahorkay requested to merge akraszna/athena:NumPyFix-21.2-20200817 into 21.2

Added LCG's lapack to the runtime environment of AthAnalysis. This is necessary to make LCG's numpy installation work correctly. Even when the OS doesn't provide a usable liblapack.so installation, like lxplus does.

This fix is pretty much a copy of !32623 (merged), which was fixing ATLINFR-3417 for the master branch.
