Import IBL module distortions from release 21.0

Julian Wollrath requested to merge wollrath/athena:SIDistortions-R22 into master

The implementation of the IBL module distortions in PixelConditionsTools was only in release 21. Hence, also implement it in master. This solves ATLASRECTS-5619.
