AthenaServices + xAODCore : Update AuxCompression Logic

Alaettin Serhan Mete requested to merge amete/athena:master-lossy-float-compression-updates-20200825 into master

This is a continuation of !35790 (merged), !35444 (merged), and !35541 (merged). Here we update the AuxCompression logic to accommodate the new methodology. AthenaOutputStream is also updated accordingly. I also made a few improvements to the relevant existing code in the latter.
