Allow to create AGDD geometry from local xml file

Hi,

this MR adds the possibility to create AGDD passive material layouts from a local xml file instead of going through the AGDD xml block located in the amdb file. The old way of creating the layout (via the amdb file) is still supported. ART tests for both ways are included.
