AthenaServices : Fill the float compression map if and only if something is setup to be compressed

With this MR, we insert and fill the SG::CompressionInfo if and only if anything is setup to be compressed. Then, this gets pushed into the SG. If there is nothing to be compressed, then we don't insert anything.
