Implementation of New HGTD Identifier Scheme

This MR adds a preliminary implementation of an HGTD identifier scheme outside of LAr, placing the HGTD identifiers as a part of the InnerDetector (and therefore using the same identifier dictionary) as discussed in !35561 (closed). A corresponding identifier helper HGTD_ID is introduced, inside of a new package HGTD_Identifier.

ToDo:

  • Finish implementing the remainder of the methods in HGTD_ID class, also modify to reflect the HGTD-specific identifier bit fields living underneath the InnerDetector level.
  • Add HGTD region to auto-generated InnerDetector identifier dictionary
