Expose most frequently used items in AthenaConfiguration

The purpose is to cut down boilerplate in newJO fragments by allowing import from one location of most commonly used ingredients of new config files. That is: ComponentAccumulator, CompFactory, ConfigFlags, system of units logger and output level constants
