Add ALFA L1 Items to triggermenu

Joerg Stelzer requested to merge stelzer/athena:master-addALFAboard into master

This contains:

  • the infrastructure to define the AlfaCtpin connector configuration in the L1 menu
  • the extension to the menu reader software to deal with these new boards
  • the the L1 items in the menu that are required by ATR-21371

The HLT chains have not been implemented here.

So this addresses the L1 part of ATR-21371
