[ATR-21957] Update StlVectorClids.h with std::vector<std::vector<bool> >

Something is requesting the serialisation of a std::vector<std::vector<bool> > branch (xAOD decoration branch) in the R3 trigger bytestream code.

All decorations are required to have their own CLIDs.

As this is a primitive, I add it to StlVectorClids.h rather than to TriggerEDMCLIDs.h
