21.9: Including changes to misalignment db creation algorithm
This MR includes changes to the misalignment database creation algorithm. It include changes made by @nstyles in the context of https://its.cern.ch/jira/browse/ATLITKSW-85.
It also includes InnerDetector/InDetAlignAlgs/InDetAlignGenAlgs/share/CreateMisalignmentITk.py which can be used to create the misalignment db for ITk and can be used to test the alignment framework for the ITk geometry.
The algorithm doesn't run in production and is used for local tests.
