Remove unused IJobOptionsSvc includes

Remove unused IJobOptionsSvc.h includes. That interface is deprecated and any remaining code that really makes use of it needs to be migrated to IOptionsSvc. So this MR just helps to cleanup some of the noise when using git grep.
