introducing HLT_2g15_tight_dPhi15 for low mass Higgs group

As mentioned in ATR-21882 , this MR will introduce HLT_2g15_tight_dPhi15 in LS2_v1.The criteria of selecting such event:

Found two Photons with deltaPhi 3.12332
deltaPhi 3.12332 is above the threshold  'ThresholdDPhiCut':1.50000 This selection passed!

adding @fernando , @cjmeyer , @kilie , @rhowen ; if this look alright I will remove the WIP

ps. Also took this opportunity to rename topoHypos to more inclusive names for electron and photon
