Fix peeking of files with only xAOD::EventInfo by adding forward compatibility to TagInfoMgr. Partially fixes ATR-21842.

Tagging @schaffer for expert approval.

Note for shifters: I did not modernise the code as this is legacy code. Also disabling sweep to master.
