Fix running trigger int 21.0 with 22.0 RDOs

AthenaEventLoopMgr now always creates legacy EventInfo if not there. Also only xAOD::EventInfo is written out in RDO_TRIG.

Running full unit tests to check this does not break anything.

Fixes ATR-21842.
