Pixel inclined ITK-23-00-00
This MR updates the isInclined flag computed for pixel modules, following the updates introduced with ATLAS-P2-ITK-23-00-00 where outer barrel inclined modules are now flagged as endcap modules. Consequently the isInclined flag, which was previously restricted to barrel modules, is now updated to be computed both for barrel and endcap modules indifferently relying on their normal direction. In future layout updates, retrieving this flag as a property from the PixelGeoModelXml can be considered.
This was checked to work as expected both for ATLAS-P2-ITK-23-00-00 and ATLAS-P2-ITK-22-02-00, where only modules from the outer barrel inclined region are flagged as inclined ones.
Various places where this flag was used are updated consistently.
